PHP install: re2c & bison warnings

During install of PHP 5.2.1 I receive 3 warnings, 1 for re2c and 2 for bison. The warnings state that both are needed for something to do with regeneration of the Zend/PHP parsers.

I suppose not having re2c or bison will not make much difference since the PHP configure only returned warnings for these and not errors.

Does anyone know if re2c or bison really make any difference to the operation of PHP? Are they totally unneeded? What's the significance of regenerating the PHP parsers?

I searched quite a bit and did not find much useful info... figured I would inquire here to see if anyone knows much about this.
